11-29 Needed in U.S.: UK to Fine Tech Companies that Fail to Remove Self-Harm Material

LONDON, Nov 27 (Reuters) – Britain’s government intends to make it illegal to encourage others to harm themselves online and will fine social media companies that fail to remove such material, as part of a revamp of legislation governing online behaviour.

Promoting suicide is already illegal, but Britain’s digital, culture, media and sport ministry said in a statement that it now wanted to require social media firms to block a wider range of content.

11-25 New York to Require Human Trafficking Recognition Training for Certain Hospitality Employees

New York State Governor Kathy Hochul recently signed into law eight pieces of legislation designed to combat human trafficking. These laws require many hospitality industry employers to provide specific anti-human-trafficking awareness training to employees. They also require certain hospitality and transportation industry employers to post information regarding services available to human trafficking victims.

The new laws require employers that are required to provide employees with alcohol awareness training to include a human trafficking curriculum in such training; require lodging facilities to train their client-facing employees to recognize human trafficking victims; and require the Thruway Authority, airports, truck stops, port authority, and port authority bus terminals to post informational signs and cards concerning services for human trafficking victims in public restrooms. In addition, establishments that serve alcoholic beverages must display signs about the illegality of human trafficking and the assistance hotline.

The law requiring lodging facilities to provide human trafficking awareness training to employees applies to any inn, hotel, motel, motor court or other establishment that provides lodging to transient guests. Client-facing employees are lodging facility employees who are likely to come into contact with guests in their facility.

Lynn’s Warriors Joins Fairplay for Kids and Digital Democracy joined in comments filed Monday urging FTC to prohibit prevalent, unfair and deceptive surveillance advertising to kids. The FTC must act to mitigate harms to minors: privacy violation, product placement, undermining autonomy & perpetuating bias. 

As we demonstrate in our comments, children and teenagers experience widespread commercial surveillance practices to collect data used to target them with marketing. Targeted and personalized advertising remains the dominant business model for digital media, with the marketing and advertising industry identifying children and teens as a prime target. Minors are relentlessly pursued while, simultaneously, they are spending more time online than ever before. Children’s lives are filled with surveillance, involving the collection of vast amounts of personal data of online users. This surveillance, informed by behavior science and maximized by evolving technologies, allows platforms and marketers to profile and manipulate children.

The prevalence of surveillance advertising and targeted marketing aimed at minors is unfair in violation of Section 5. Specifically, data-driven marketing and targeted advertising causes substantial harm to children and teens by:

  • violating their privacy;
  • manipulating them into being interested in harmful products;

On November 19, Twitter user @DatCatDer posted two screenshots from the Balenciaga official website showing off images being used to promote the site’s holiday gift shop.

Both of the images feature very young child models holding teddy bears. But what looks like an innocent enough photoshoot at first glance will quickly raise eyebrows once the accessories the bears are wearing are given a closer look.

In one photo, taken from the main page of Balenciaga’s US site, the child is standing on a pink bed holding a teddy bear wearing a fishnet top, collar with lock, and ankle and wrist restraints. In the full-sized version of the image, a second teddy bear is visible in the bedroom wearing a collar and blindfold.

In the second image, taken from the gift shop’s catalogue, a different child model is seen standing on a couch holding a teddy bear that is wearing a leather chest harness and collar. As in the first, a second teddy bear is visible in the room wearing more leather gear.

The bears are in fact hand-held accessories from Balenciaga’s Spring 2023 collection.
