Dear Majority Leader Thune and Minority Leader Schumer:
We write to you as a coalition of organizations dedicated to the protection of young people
online, and on behalf of the survivor parents and families at the heart of this work.
Last month, Meta agreed to pay up to $17.1 billion to settle claims brought by a bipartisan
coalition of state attorneys general alleging that it deliberately designed its platforms to addict
children and misled the public about their safety. This historic settlement exists because of the
courage and persistence of survivor parents, young people, advocacy organizations and elected
officials. However, this seminal moment is not the final moment of accountability for Meta or for
the other social media companies whose products continue to put children, youth and families at
risk.

While significant, this settlement does not eliminate the need for comprehensive federal
protections for children and teens across the digital landscape. Its protections only extend to one
company, for a limited period of time, under terms that company helped negotiate. The need for
the Kids Online Safety Act (KOSA) has never been more important.
In announcing the settlement, a company official told reporters that legislation would have been
the best answer to this issue, because a legislature can immediately bind every competitor to the
same rules, and described the deal as designed to lead to basically the same place as KOSA. We
agree that legislation is the answer. While this settlement represents an important step, clear and
consistent federal standards remain the most effective way to protect young people online. Only
legislation can ensure that all platforms are held to the same requirements and safeguards. It is
time for the full Senate to act, to permanently protect our children online.
As you know, the Senate Committee on Commerce, Science & Transportation reported KOSA
out of committee last month with strong bipartisan support and 77 cosponsors. Given the
narrowing window of opportunity in this Congress, we urge you to schedule a floor vote on
KOSA upon the Senate’s return this month.
